About Tom Walters

Tom is a quantum expert witness and adjudicator with 20 years of experience as a commercial and construction claims practitioner across the UK and Middle East. He specialises in dispute resolution and has successfully represented both claimants and defendants throughout his career. Tom has been instructed as expert witness in domestic insurance matters, as well as in adjudication and litigation proceedings. His appointments have included the assessment of loss and expense claims, variations (including set-offs), true value accounts, and the reasonable costs of remediation works.

He has supported leading expert witnesses in adjudication, domestic litigation and international arbitration proceedings by undertaking forensic quantum analyses and preparing expert reports. This work has included analysing counterclaims involving critical delay costs, additional design and back charges, in addition to costs arising from termination, loss and expense, variations and contract abatement.

Tom previously worked alongside main contractors and consultants on significant state schemes. His expertise spans various sectors, including the design and installation of controlled environments, retail fit-outs, rail and metro, and large-scale construction. He possesses an in-depth knowledge of JCT, FIDIC and bespoke forms of contract.

Tom is a member of the UKA Panel of Adjudicators and serves on the CIC Low Value Dispute Model Adjudication Procedure Panel of Adjudicators of the Chartered Institute of Arbitrators.
