About Robert Baker

Robert is a chartered quantity surveyor with over 25 years of experience in the construction industry. He is currently a Director in the quantum expert witness team. Prior to undertaking advisory and dispute resolution work, Robert held senior commercial roles with major civil engineering organisations, where he managed the commercial teams and commercial aspects of large and complex contracts and frameworks across both pre-and post-contract stages.

Alongside being appointed as an expert witness to provide pre‑dispute advice, Robert works with leading expert witnesses to prepare quantum expert reports for formal dispute resolution proceedings. He has also delivered expert services to an insurer, evaluating a series of claims relating to the recladding of high‑rise buildings.

Robert’s expertise includes contractual compliance, project recovery, assessments of contractual entitlement (valuations and final accounts), negotiation and resolution of disputes, and management of subcontractor and supplier accounts. He is also experienced in preparing cost value reconciliations and producing commercial board-level reports, including valuations, cost forecasting, cost monitoring, and programme/progress analysis.

Robert has worked across diverse sectors including civil engineering, rail, marine, highways, public and commercial buildings, and residential. He has extensive experience with a range of standard forms of contract and subcontract, including the NEC, ICC, and JCT suites.
