About Joe Russell

Joe is a chartered quantity surveyor, expert witness and adjudicator with over 15 years of experience in the construction industry. He has delivered cost management services on high-profile projects across an extensive range of sectors in both the UK and the Middle East.

Joe now focusses on forensic expert witness commissions. He has been appointed as an expert witness in adjudications, mediation, litigation and insurance disputes with values up to £900,000. He has also assisted leading experts in adjudication, mediation, litigation and international arbitration proceedings. In addition to his expert witness work, Joe has been appointed as an adjudicator on disputes relating to the payment of notified sums and acted as party representative in both ‘notified sum’ and final account adjudications.

Prior to his work in dispute resolution, Joe worked as a consultant quantity surveyor, employer’s agent, commercial manager and joint venture supervisor across residential, retail, commercial and industrial schemes in the UK and Middle East. He has implemented multiple procurement routes including traditional, design and build, construction management and management contracting. He has led pre-contract and post-contract delivery on many prominent and complex building projects under JCT and FIDIC contracts.

A Member of the Royal Institution of Chartered Surveyors since 2014 and a Fellow since 2024, Joe dedicates time to assessing potential new candidates for RICS membership and provides guidance to those on the pathway to chartership.
